Default Are the radiator/cooling fans supposed to always turn on/off?

I got my first car a month ago, 2007 Honda Civic LX, and I’m finally getting around to using it daily. I’ve noticed that the fans in front of the engine constantly alternate from being on/off. As soon as I start driving the car around I’ll hear them briefly turning off then turning off, only to come back on a few moments later and then off. This is kind of a constant while the car is on. The temperature gauge never reads that the car is overheating as it always hovers around the normal temp. Is the constant on/off of these fans normal or is this something that I have to get checked out?

No, not necessarily. If the engine is not hot they wont turn. when the engine reach a certain temp it should start radiator fan.
