Removing Upper Dashboard

I was wondering how to remove the upper part of the dashboard (the one directly below the winshield that seems to be made of vinyl) (not the one above your feet and the glovebox area). I searched arround the forum quite a bit and I couldn't find anything nor could I find anything in the Hayne's manual. I have a '99 Civic Sedan.
