Ringing after 3500rpm

Ringing after 3500rpm
Heya crew!
I have a 2001 Civic DX (Canadian), and I think it has the D17A engine in it. My problem is that I hear a high-pitched ringing sound coming from what I think is the engine (or at least engine bay) when I press the throttle over 3500rpm.
If I give it a little bit of gas, it doesn't make a sound, but f I go even half throttle, it will make a constant ringing sound in any gear. I figure that since it seems to be tied to revs, it could be VTEC related, but I have no idea where to start looking for problems.
Any help would be appreciated!
