shuttering
my name is Seth i have a 94 Honda Del sol with a d16z6 with a 5 speed. the problem i am having is when i give it gas it shutter,gaps in the power at low rpm. i have changed the plugs, plug wires, put 91 octane fuel in and it still no change. the ecu is a p28. the only modification i have done is cold air and exhaust muffler. it might have a apexi fuel rail in it too. while driving sometimes i cant get up to 60 mph. when the rpm reaches 3000 it takes off. while driving around 20 to 35 mph and you push on the gas it shuttering, no power. please help!!!!!
I'd agree-- a sudden decrease in performance and inability to rev high occurs if the timing belt skips. The OBD1 ECU will not detect incorrect timing.
Also make sure the fuel pressure is stock. Adjustable fuel pressure regulators should not be used on a car that is otherwise basically stock. They're only for fully tuned setups.

Take the upper plastic timing belt cover off so you can see the cam gear. This will require loosening the valve cover and lifting it up to get the timing cover out from underneath it. Rotate the crank by hand (a socket wrench on the bolt) counterclockwise to TDC, which is the single mark on the crank pulley. Check the marks on the cam pulley (if "UP" is at the bottom, go once around with the crank again). The two slash marks should be parallel with the top edge of the head, or nearly so. Most engines also have a plastic pointer and another mark which should also be within 1/2 of the pitch of the teeth on the timing belt.
You can also just jump the ECU test jumper and hook up a timing light. The ECU must be in test mode or the spark will be way off. When you start the engine with the jumper in, the CEL (Check Engine Light on the dash) must be on steady. The #1 cylinder spark should fire on the center mark of the group of three on the pulley.
