Default Slow to start

The last 2 days, my car has been slow to start for some reason. It takes it twice as long to fire up as it used to. I can then shut the car off, wait a min, and start it again and it will fire up right away. So this isnt really a problem yet, but slightly annoying and I would like to know what this may be leading to. My CEL light is also burnt out, so I dont know if im throwing any codes yet. Car also seemed like it was slightly hitting spurts while driving, like it would pull a little out of no where, but just very slightly.

Fix the CEL. What's the condition of the plugs, wires, cap, and rotor?

All are pretty much brand new. What kind of bulb do I get for that?

How do you know the CEL bulb is the problem?

Try putting some gas in, so it is at least half full. All Civics do this a little when the tank is nearly empty. If it gets worse it could mean the check valve in the fuel pump is letting the gas run out of the lines while the car is parked. This really isn't a problem that will make the car break down, but you will have to wait more to get the lines primed. You can click the key to on but don't start immediately, the pump will run for a short time and prime the lines.

I know that the CEL light never comes on when I start the car, so I assume it is out. I just filled it up today, and it helped a little. Im starting to think I might have had a little bad gas in the bottom of the tank. The fuel pump was replaced with a walbro 255 about 5 months ago.

If the CEL has never worked, the previous owner may have removed the bulb or cut the CEL wire at the gauge assembly or ECU.

Good idea

If the bulb is fine, check the GRN/ORN wire at connector C (terminal C5) of the cluster and connector A of the ECU (terminal A18):
