Default Smoking engine

Hello,
I have a 1991 Civic DX with the 1.5L 15V engine. The car has 195K miles and it smokes quite a bit. The strange part is that it only does it from time to time (as opposed to what you would expect from ring/cyl/valve seal wear, which would be pretty constant), but when it does, it's enough to kill all the mosquitoes in the neighborhood. It burns quite a bit of oil, about 4 qts every 1000 miles. When I start the engine, I never see a hint of blue smoke, which would seem to indicate that my valve seals are OK. My su****ion is that it could be the PCV valve sucking oil into the intake, but I pulled the hose going from the valve cover into the air duct going to the throttle body and it was completely dry. I plan on doing a compression test as soon as I can find the gage in my garage. Any ideas what could be causing this?

To test your PCV valve, you want to check for vacuum in the valve (put your finger on the valve, it should suck your finger in) and shake the valve, there should be a rattle.
