Default speedo off my about 10 mph

I just picked up a 98 civic. I have noticed the speedo seems to be off by about 10 mph. I searched and most of the searches are for non working speedos. Can i calibrate the speedo, or the sensor just bad? What should i look at to fix the problem?

First off, are the tires stock size? Is the odometer accurate? The sensor puts out pulses, so it either is going to work or it doesn't. I think there's an adjustment inside the speedometer head to calibrate it.

i have si wheels, so the tires are def not stock size, but i dont know exactly what size. The odometer is also not correct. on a 17 mile trip its off by about 5 miles short.
I read i can pull the needle off and put it back in the correct spot is that correct?
