speedo out ...help????

I have a 99-00 civic ex, when I'm driving taking it easy its fine but when I speed up and run higher rpms the sppedo jumps up then bottoms out and dosent come back on till I turn the car off any help on this ?????

Does the odometer keep rolling normally? (even though speed needle shows zero, odometer should be moving whenever the car is moving) Does the check engine light come on?

No the odometer goes out also and the check engine light is on had it checked out but it only came up for not having a cat in it (another thing I need to fix )
