Default Steering Issue and Leak

Currently my 93 Civic DX has some play in the steering wheel (can be moved slightly back and forth with no steering effect), is leaking from the drivers side tie rod boot, makes a knocking sound if turned one direction all the way and then strong the other way, and finally if the steering is made to turn in such a fashion it tends to cause the steering wheel to lunge to the left when making left hand turns. I admit upfront my shocks are gone and think that may have been a cause for many of these issues. I just checked my tie-rods and to no surprise there was play in the drivers side wheel as I moved it back and forth horizontally. Are these all related to a bad rack? If so is it possible/recommended to remove and fix the rack or should I just replace it (money is an issue). Thanks in advance.
