Default Steering problem UPDATED

hi guys, I have a steering problem with my 1997 Civic Coupe. Eng D16Y7 Chass EJ6.
The steering feels extremely light at low speeds however when accelerating past 60km/h the problem seems to correct itself and the steering tightens up. The problem reappears again when slowing down. The steering tends to want to move left to right as if the wheels are not attached. When stationary with the engine on and the steering wheel is turned, there is no tension as if the wheels are not on the ground, also the wheels don't respond to the turn immediately. Accelerating at high speeds seems to temporarily correct the problem. Also when accelerating away from a corner, the wheels feel "jack-knifed" and the lock does not want to come out when the steering wheel is turned. Response is very delayed. The tie rod ends and rack ends were changed and also CV Joints and Ball joints. Wheel bearings as well. The mechanic drove the car but said he found nothing wrong. I drive this car everyday and there is a major change in the way it handles.
Any assistance in diagnosing the problem is appreciated.

What do you mean by light and tight? Also, the PS pump does seem like the right answer since at higher speeds it is easier to turn the wheels (in a non-PS situation).

Ok. By light I mean the steering wheel feels as though the steering column is not attached to the rack. Feels as though you can turn it with one finger.....A guy from work told me it may be air trapped in the rack since a few months ago the mechanic changed some valve which he said moves when you turn the steering wheel. Is this possible and if so, how do I get the air out of the rack.

You can bleed the power steering system. Look around the rack for a bleeder screw. The PS system is hydraulic so it could be possible that air in the system is your problem. ALso, when you can turn it with your finger, do the wheels turn or no?

The wheels turn but they donot respond/turn as much as they should giving the amount of steering lock that is put in. Eg one full turn of the steering wheel may produce only a quarter turn of lock. Please guide as to how to correct this problem

Can somebody please guide me as to the correct procedure on bleeding the power steering system. I need to know if the engine has to be on, do I turn the steering wheel etc. A detailed guide would be greatly appreciated.
