Default Stepping on the gas, but not wanting to speed up

Just got around 172,000 miles on my 01 civic. When I step on the gas it revs up, but doesn't seem to want to speed up like it used to. It's so disappointing to downshift and hear the roar only for me to move like grandma. It also has trouble getting passed 50mph on the freeway. Is it time for a time belt replacement or is there more?

Engine revs up but car doesn't go proportionally faster is not a problem with the engine, it's a clutch or transmission issue. If manual, your clutch is worn out. If automatic, it's in the automatic. The 2001 automatic was not very good.
