Default Taillights inop, instrument panel wont light...(Help please)

Hello....Getting my 94 civic si back together after some maintenance i noticed a few days ago that my instrument panel would light gradualy as the car heated up. I get in spin the ignition in freezing temps and Becky fires right up but i've no instrument lights until 10 minutes later...now i have nothing...no tail lights, no liscence lights, no instrument lights...looked in the manual found that all three were on the same fuse...pulled the fuse and it looked fine...but decided to swap it out anyway. That didn't fix it.

Is there a relay that could be stuck, and where might it be....? Any guidance would be GREATLY appreciated...
