Default torque specs

in my haynes manual it list two torque figures for ball joints and upper control arm...why two numbers...ball joints are listed as 36 to 43 and upper control arm is listed as 29 to 35...it also says not totighten pivot bolts for the uca until you raise the front suspension to normal ride height...it seems when you have everything else snugged up properly that would be normal ride height...am i missing something..thanks in advance..compo1
