Transmission Stuck in Park
I am having an issue with my 95 Civic LX not starting and the transmission stuck in park. When I turn the key on, the check engine light stays lit and the transmission will not come out of park. I changed the main relay, but the problem still exists. Please help.

are your front brake pads worn? if so then it could be the problem not letting it come out of park, u can stick a key next to the shifter to release the lock and allow it to shift.

check the fuse for your horn/brakelights. and as mitch said, there is a key slot, stick your key in it with your foot on the brake, push down on the key and shift to neutral, put key in ignition and start the car, put it in drive and go.

The interlock system is electric, as 94 noted it depends on the brake light switch and circuit to detect that the driver is pressing the brake, then it will allow shifting out of park. Which is kind of a small issue if your engine doesn't start.
That could be a blown fuse, there are several feeding the ignition / fuel / ECU system. Also check the ground wires on the thermostat housing. With the hand brake handle pulled up, the BRAKE light on the dash should stay on both with the key on and while cranking.
