Default trouble with non start

hi all
just wondering if anyone could help me please.
I HAVE A 1999 HONDA CIVIC 5DR HATCHBACK 1.5 VTEC THAT DOESNT WANT TO START. IVE CHECKED THE IGNITION SIDE WHICH IS WORKING NICELY BUT HAVE NARROWED IT DOWN TO A FAULT WITH THE FUEL INJECTORS. THERE IS FUEL GETTING TO THE RAIL BUT IS NOT BEING INJECTED TO THE CYLINDERS JUST WANDERING IF THERE ARE ANY KNOWN FAULTS WITH THE WIRING LOOM. OR COMMON PLACES FOR THE LOOM TO SHORT OUT. ANY HELP WOULD BE APPRECIATED THANKS.

No need to shout in all caps.

When you turn the key to ON(II), does the CEL remain ON or turn OFF after two seconds?

Is fuse 31 or 44 under the hood or fuse 13 under the dash blown?

When you turn the key to ON(II) and unplug the fuel injector connector, do you measure battery voltage at the terminal for the YEL/BLK wire of the connector?

Have you tested the main relay?
