trunk leak '96 civic

Default trunk leak '96 civic

i just recently noticed that water was leaking into thecar through a hole located inside the trunk andbelowthe passenger tail-light, so i've been trying to figure out why this hole is there and whatit's purpose is. theres alsoan identical one on the otherside of the trunk and theres a white round plastic piece inside. but only the hole on the passenger side seems to be leaking water
would it be a good idea just to seal these off and is there any other way that water can get in thru the trunk??
the weather striping aroundthetrunk lid seems to be in good shape and is not leaking, and alsoboth tail-lights seem to be pretty well sealed with no leaks.

Pictures would help but you should probably just put siliconover it.
