Up and Down idle at warm up

Default Up and Down idle at warm up

Hey guys, so my 95 civic stopped bogging after I cleaned out the IACV and started driving it more so that problem is pretty much addressed, the only other thing bothering me is on a cold start it idles up and down for about 6-8 seconds then drops to about 1k or around there. I changed the IACV and its the same thing, do you think it could be a vacuum line or the intake manifold gasket or what?

Any suggestions would be great, starting with easiest to address first, thanks a bunch ill be checking back here often.

Apparently this seems like a pretty common issue but if anyone needs an IACV I just put on one ebay for sale so its pretty cheap for a buy it now. Just trying to help out someone who needs one.

I know a bunch of people go through this problem and most of the time it will be a IACV issue, but for a temporary fix and what I did myself, is put a business card in between the IACV and the block to cover the 2 holes in between the bolts. (One is a screen). This took away my up and down idle issue.
