Default vibrating engine

I recently did a head gasket job on my 94 civic lx auto. it starts up and runs but has a high idle and when i put my hand on the motor is vibrates. I heard it can be a plethora of things but I'm wondering if my case is the timing. I do not know much about the timing on these but it seems fairly straight forward.

i see my timing belt is vibrating or shaking when i take off the top timing cover as if it may not be tight enough, would this cause it to idle high and vibrate? i would assume it should look smooth around the pulleys and have no vibration between pulleys..

if so, do i have to take off all the belts and crank pulley to take the lower timing cover off and the adjust the tensioner on the timing belt. or is there an easier way I'm not seeing.

any info is much appreciated!! thanks!!
