Vtec wont engage

Hey guys I'm new to the honda world but I know a little, I got a 2000 civic ex d16y8 vtec motor car drives and runs fine until it hits about 3500 rpms and it stumbles and gauges jump around and won't go without stubbling, need help this is my daily driver !
