vtec not engageing

Default vtec not engageing

i have a 97 civic ex (d16y8). recently changed the motor. vtec was working before the swap. now limiter kicks in at 5k rpm's. cel code is p1259. replaced solenoid, reset ecu, still getting cel. any advice?

Is the oil light on? Might be low oil pressure? Im not familiar with cel codes. Whats the specs on code P1259?

no oil light on. the readout for p1259 says "immobilizer to pcm signal error".
