in 98 civic ex 97,000 miles..is that good miles or bad miles? and when im turning my steering wheel makes a weird noise..like its talkking? weird. whats that from how can i fix it.

 

98,000 miles isn't bad. take care of it and you'll get at least another 150,000.

have you checked the level of your power steering fluid?

 

Not sure how to interpret "talking"? If you mean clicking or clunking, then the CV joint in the axle(s) may be bad. Most people replace the entire axle in this situation.

Yeah, as trustdestruction says, if you are instead hearing a loud creaking noise, then check the power steering (PS) system, starting with the fluid level and the belt tension. If the system needs fluid, use only Honda PS fluid.
