white specs in the exhaust!

my car wont turn on and i inspected the exhaust and saw small white specs, is this normal?

white specs is pretty general, it could just be dirt,any more specific?

dont really care bout the ash, i was just wondering if that would lead to my car not starting, or starting but turning off
