Well is the fuel pump priming?

Check ground wires on the thermostat. Check that the ECU powers up, when you turn key on but don't crank the CEL should go on for 2 seconds then back out. During that time, like Nike said, the fuel pump will prime.

Double check timing-- take upper timing belt cover off and set engine to TDC1. Then take distributor cap off and see that rotor points to #1 and other wires are in correct order (1-3-4-2 going clockwise looking at the top of the cap.) I and a couple of others here have found it possible to put the distributor on 180 degrees out of time, though others swear that it can't happen.

Next would be to put the jumper in and see if there are any ECU codes (sensor problems) also check that the MAP and TPS are not crossed (plug with a solid white wire goes on MAP). Disconnect the return hose, click the key on to prime, to be sure that fuel is reaching (and leaving) the fuel rail. And do a compression test, maybe this "reman" engine isn't so great. If the valves are adjusted too tight there will be no compression and it will not start.
