What does the check engine light do when you turn the key on but don't turn it all the way to start? It should come on for 2 seconds then go out. During the 2 seconds the fuel pump should run, and then stop when the light goes out. If the CEL doesn't come on at all (assuming there is a bulb in it), the ECU may not be getting any power due to a bad fuse or something. Or the ECU is bad, though that is rare.

edit to add: Also when you turn the key on but don't start, the oil and battery lights on the dash should come on and stay on. If not, again look for blown fuses or it could be the key switch is not powering up the ignition circuit.

Fuel pump/main relay: Check whether fuse 18, 24, or 31 is blown.

Fuse 31 is under the hood.

Check whether battery voltage is reaching the distributor when the key is turned to ON(II). If so, check whether the timing belt snapped. Peer into the oil fill cap hole with a flashlight to see whether the rocker arms move while a buddy cranks the engine.

Also check whether the ground wire located on the thermostat housing is tight and not corroded. This ground is required for both fuel and spark.

What CEL codes did you pull?

Start by cleaning the IACV and FITV on the throttle body (see links in my signature).

Did you set the spark timing after installing the distributor? Also make sure that you have the right computer for your car (engine size, manual vs. automatic, and VTEC vs non-VTEC). The number in the middle that starts with "P" needs to match the old one exactly.

Check those ground wires like Ron suggested. Try to read any codes from the computer.
