wont start sporadically/idle surges

Default wont start sporadically/idle surges
1998 1.6L hatchback....acts as if wants to start,doesn't, maybe ten times in a row...come back 5 min later, starts right up...then after warm idle will surge from 600rpm to about 1100...??????
