ok so i got in a wreck where i jumped a ditch and did donuts in a corn field about a year ago. All the plastic under my bumper was sticking out everywhere and i was so pissed that the next day i just ripped it all off. but under my bumper there is a little part still sticking out that i cant get off....you can see it in the picture with the red neons. and i was wondering what i needed to cut it off. Something not too expensive.....ive tried really sharp scissors and it didnt even make a dent

try heating it up, maybe it will make it easier to cut through

 

Ask some friends if you can borrow some tools. I'm sure someone has a nice saw you can borrow for the day, maybe even do it for you =)
