its a 95 civic dx with b16 motor swap, T3 T4 garret turbo. body kit front mount inter cooler, suspension kit, tuned with launch control, short shift 3 inch exhaust, 23lb rims, stage 3 clutch, 70mm throttle plate, waste gate on a 10lb spring. I will be more specific when I learn more about all the stuff.

Sounds cool, but I don't understand why you point out the rims' weight, 23lbs is bad.

See if you can find exactly what it is tuned on (Ex. Hondata, Neptune, Crome etc) and who did the tuning.

Welcome to the Honda world but depending on your body kit your gonna have to take it off and replace it with the OEM parts. And make sure that your car has been properly tuned so that it won't go boom.

The tuning on the car is with Crome.

Crome is a decent tuning system. Unfortunately, I do not know much about it as I have only used Hondata, E-manage, and an Apexi-VAFC. All but the first (Hondata) I used were garbage.

I do not think you can tune on Crome yourself and that it would require a tuner (I may be wrong, though). Check into who did the tune and try to get in touch with him/her regarding any questions about how the car runs.
