Alright, for any 2001-2004 Civic, youre not going to go fast in a straight line for cheap. The only way that the stock engine will get you into low 15s is if you reduce weight, and lots of it. Theres a guy on 7thgencivic.com that has an all motor, bolt on, 2004 Civic thats in the low 15s only because he got rid of ALL excess weight. My suggestion is to do suspension and wheel/ tire upgrades as well as some smaller things like a short throw. Dont waste your time with bolt ons unless youre going to be reducing weight as well. The D17 engines that came in our cars do not respond well to bolt ons. Save your money and get a Stafford Fabrications turbo kit or go for a K series swap. Theres my .02.
Also, as far as short shifters go, B&M makes some of the best shifters in the world. Unfortunately, they seem to have forgotten about our Civics. There are two choices when it comes to our cars, the Neuspeed adapter and the REVO short shifter assembly. Get the REVO, you wont be dissappointed. Heres the link http://www.hondawerx.com/RevoSS.htm If you need any help at all regarding your car, just let me know.
