Is this the Jackson Racing M45 you were talking about a few weeks ago? What makes you think it's bad?
Typically it's the bearings that go bad, which would make it hard to turn (and very noisy). You should be also be able to flip over and see the fins on the internal rotor lobes. It's also possible the internal bypass is broken, but I think that's vacuum operated. Anything else would probably be a leak in the intake tubing.
Cvcrcr knows the Honda ones pretty well, so I'm sure he'll be along shortly with better info.

It would probably make a grinding type noise as Christian said. The bearings are the things that go out on them. However, there will be some noise to the system if you are just manually spinning by hand. Mine did when I had one.

you're not putting it on a stock engine, are you? Superchargers build boost differently than turbo's do... I don't know if I'd wanna supercharge a stock D series, especially a y8 (known for oiling issues)
