good rule of thumb, if the kit is more than 1200 bucks then it is probably a good kit. Look around at local tuner shops and ask if anybody is selling a turbo kit for a d-series and you will be pretty suprised how many kits you will find.

I just spoke with a guy at Greddy and he said they don't make a turbo kit for a 98 LX civic. What companies do?
