Sand paper, cleaning solution, primer, paint, clearcoat and a decent amount of time. The more time you put into prep work for the paint, the longer the paint will last without chipping etc.

If you can, find someone that will sandblast your wheels to get all the dirt, paint, etc. off of them. Once that's done, use a degreaser to remove any residue, oils, etc. that's still on the wheels. Then spray it with self-etching primer and let it cure.

If you can't get them sandblasted, get some fine-grit (maybe 500 grit?) sandpaper, and smooth out the imperfections and rough up the existing paint. This will work okay for primer, but not as good as the self-etching stuff.

Once the primer is on, hit it with a couple coats of white, then do a few coats of clear.

If you really want to get anal, go over the clear with 2000-grit sandpaper to knock down the orange peel, then find your favorite car polish and wax, and bring the shine back.

It's a lot of work, but it'll look great and last a long time.

Or, if you have an oven, check out the DIY powdercoating kits from Eastwood tools. I've seen some nice finishes done with those and a kitchen oven.
