Will I reach 250-300whp with this setup?
Will I be able to push enough PSI to reach 250-300whp with the following configuration:

Eagle H-Beam Connecting Rods
JE SRP Pistons w/ 9.0:1 CR
Garrett GT28R or GT28RS
I know I still need to get a performance fuel pump, injectors, etc. I just wanna make sure the bottom end and turbo will be sufficient for my needs.
Any input/suggestions would be greatly appreciated....

I plan on using a chipped p28 and taking it to a dyno for a tune. Is there a program in particular you would recommend?
Also, is it possible to reach 300whp w/ a gt28r or gt28rs? I'm trying to build a daily driver with low spool time and good low/mid-range torque. I'm really looking for a responsive, powerful DD...not a track monster.

I've been reading my *** off over on turbod16.com...lotta good stuff over there. I had no idea I knew so little about boosting in general.
After reading quite a few posts, I agree w/ Sov's recommendation on the GT28RS. Appears to be the best choice for my needs

Agreed...if you want a good book, Maximum Boost by Corky Bell. And Im buyin the hondata s300...ask Sov about the boost cut feature and why he likes hondata
I've got the option of a .64 or .86 a/r on the turbine housing. Would there really be a noticeable difference in spool time?
I'll have to notch/groove my bottom end for the H-Beams to fit, right? Would the I-Beams be easier and just as safe?

Im assuming your going to have a shop put the block together for you in which case I would just go with the h-beams. They'll do the necessary notching for pretty cheap. Definitely go with the .64 a/r turbine and yes there will be a noticeable difference in spool time. Your not going to see low/mid range torque in a civic and make 300whp, its just not going to happen. If you want low end torque you have to sacrifice maximum power, if you want bigger power numbers you going to have to deal with a decent amount of lag, thats just how it works. 250-300whp in a single cam is some pretty good power. You'll probably see 15psi by around 4500 rpm with that turbo which isnt too bad and its definitely capable of 300whp.
