It's a racing shifter, it's to minimize the distance between the steering wheel and the shifter, as when you're road racing you sure as hell want two hands on the wheel as often as you can.

 

is there a clutch with this type of shifter? or is it sort of like paddle shifting, meaning semi-automatic?
