Yes, that's a good price. My guess is that shipping isn't included.

I bought from ebay seller jdmwerks13 for a set of Tokico HP struts for an Accord. You don't have to buy from them but you can do a price comparison.

So I was talking to my buddy about suspension and stuff, and he told me that riding on blown shocks is dangerous and would cause me to loose control of my car. Is he correct?
A car with blown struts will look like it is floating on a cloud after it hits a bump.
Worn struts will also affect tire wear.

JDMwerks13 has the tokico illuminas and springs for 450 bucks with shipping included...im worried that the springs would be too soft tho

The springs won't be too soft. Tokico springs are for go, not show.
If you get cheapo adjustable coil-overs or cut the OEM springs, you'll get bouncy springs.
