Default SUSPENSION QUESTION

Im buying a suspension kit today, the company that makes it offers two heights, a 40mm drop and 50mm drop. I would prefare the 50mm drop as this would make the back of my car sit better, but I have a slight problem up at the front cos my aftermarket front bumper already sits very low on the stock set up and catches on some speed bumps so I cant go to low at front. my question is this, would the stock suspension on my civic have sagged over the years making the car lower than what it should be? and if so would I be better getting 50mm drop? Or wouldnt it of sagged thus meaning id be better going with the 40mm drop to make the front less likely to catch on the ground?
I know the obvious answer is a full coilover kit with adjustable ride height, but it costs to much if you want a quality set up. the kits ive have just talked about costs over $500 in your money and you dont even want to know the price of the coilover one.
this is a link to the kit im getting. http://www.spax.co.uk/SPAX_PSX_page.html

go for the 50mm...i think thats about 1.75 inchs right?, it all depends on how low your bumper is..i couldnet tell you unless you had a pic, and if it sagged it wouldnt be that much unless you got really heavy loads or a traler..depends on how worn they are
