Default automatic tranny problem

i have a 91 EX civic with an automatic in it. the problem is that it wont go into rev or 4th before the engine is at normal running temp. it'll go in rev if i put it in neutral and rev it way up and then put it up into rev when it's cold. after it's warmed up it'll go into all the gears just fine. it's not low fluid because that's the first thing i checked! lol i'm into working on everything else on any honda or acura, and i've rebuilt alot of manuals, but i've never been inside a honda automatic! lol if there's any automatic tranny techs in here, i'd sure like to get a lil help!
thanks!

Get a chiltons repair guide and locate the modulator. That's a cheap place to start, replace that . also check vacuum hoses on the engine . rpm controls shifting. failing that have a shop diagnose problem. You did change the filter inside the pan, right?
