ECU Tuning & Fuel Management - Car Starting Issues (Need Help)

My car has had starting issues for a while. I have a new starter, and a new battery which are both fine. But my car has to turn over about 8-15 times before it starts. My friend has a 1986 Prelude (carbureted) and his starts after the first turnover. Somethings not right. What could it be? Plugs? Wires? Ignition?

change ur plugs, and dizzy rotor, if its not that only thing i can think of is ur distirbutor
