Usually a bad fan would cause the temp go up at idle which this isn't the case. If it goes up while you are driving, you should check the thermostat (replaced its cheap), clogged radiator, low coolant, and water flow (water pump). Be sure to bleed out your cooling system. If its been awhile, try flushing out the cooling system.

First of course if you haven't already, check the coolant level in the radiator, not just in the plastic tank. The radiator should be full to the top.

Check for the thin metal fins corroded and falling off of the outside of the radiator, that will reduce its cooling performance and radiator must be replaced.

The two fans are independent. The condenser fan is only for the A/C. The radiator fan is only for cooling the engine.
