When the cruise light lights up after you press the set button, the control unit has decided it's OK to engage. So it's not a problem with the pedal switches. Check the actuator and throttle cable. If it's a vacuum powered actuator, make sure the vacuum hose is hooked up.

I'm having the same problem, (1997, EX, Manual -switch on, dash lights up), and my hoses are hooked up. I disconnected the hose between the actuator and the vacuum tank and I heard air suck in. Any idea what would cause this problem? It was working, and now just suddenly stopped.
