throttle position sensor voltage question

throttle position sensor voltage question
I read in the manual that the TPS should read .49V when throttle is closed. I have a scangauge and the gauge gives me a reading of 9 when closed and 87 when wide open. Can someone with the scangauge tell me if this is normal operating conditions.

Details on the car, and what is a scangauge?
Do you have a multimeter? Did you adjust the TPS at all recently? If soit may just need to be re-calibrated. If it did take a dump you'll need to change it, which is a bit irritating, but can be done.
Also, let me konw if you need a new one, I've got a couple in the garage
