Man, the 200 watt and 250 watt rmps rating is just simply refering to how many watts of power they can handle from an amp, not how loud they are.
If you're looking for just which is the loudest, look at the sensitivity. The higher the dB number, they louder they will be. I'd imagine JBL has a high sensitivity, I know my Infinity is way up and they're made by the same company.

This is how you do it... go and buy one that's tuned already.
It's a process involving the size of the port, shape of the box, placement of the port, length of the port... not something that the average person can do.
In a truck, if you're running two subs, you want sealed boxe(s). They're smaller and they won't make your eyeballs pop out of your head like a ported, vented or bandpass box would. Sealed boxes also help your quality go up in most cases.
