Exclamation Cost of Replacing a Fuel Line.

My 2013 Honda Civic LX with 22K (22,000) miles developed a serious gas leak. My local Honda Dealer (Coggin Honda - Orlando) gave me a repair estimate of $1700 (including tax). I know that an OEM fuel line cost about $15 and an entire Fuel System costs about $620. I have included below the photo that the Dealer sent to me. My question is whether the $1700 Estimate is reasonable. I would also like to know if the entire file system has to be replaced. Is it normal for a gas line to deteriorate to such an extend after 22K miles? The leak started about 25 yards after leaving my driveway. There was no evidence of a leak in my garage or driveway so I assume that it started as soon as I put the car in gear. The car was driven by a little old man (me) and is maintained religiously according to the Honda Maintenance schedule. Any Advice or comments are welcome. To me, the estimate does not sound reasonable.
