Default ECU Cannot Be Chipped or Socketed?

Unfortunately the ECU was stolen out of my 93 civic. I need a replacement obviously. I was looking on ebay and found one that specified as follows: "THIS ENGINE COMPUTER CANNOT BE CHIPPED OR SOCKETED! THE TRACES ON THE ECU HAVE BEEN MODIFIED!" I'm not looking to tune the ECU at this moment, but in case I do in the future, I'm just wondering exactly what this means.

Can anyone shed some light on this please? Thanks!

don't buy it. Someone effed with it and now it's crap.

Get a virgin ECU and you won't have to worry.

It's from some store that the guy has linked to ebay. He has a bunch of them, not just this one. Still not a good idea though?

Junkyards are always cleaned out.

It's the only decent one I can find on ebay. It's that one or one other; and the other has a huge burn mark on it lol.

The link about the ECU in question on this thread is below. Maybe it will allow you guys to give me better feedback.
