Default Fuel pump will come on and sometimes not

Its a 1992 Honda Civic Lx, Okay well I finally got my car started after 3 years of it sitting there...I replaced the ignition coil on it, ignition module, distrubutor cap, rotor, spark plugs, battery, fuel pump/ filter...and ecm. Yesterday I finally got it started and well it didn't want to start untilmy brother open the line to see if the car was getting fuel...well you canhear the fuel pump cut onmost of the time butif you try another time the fuel pumpwon't cut on so the car won't start, the fuel pump is a new pump so this is the first time for it to run... It also makes aloud noise when itsrunning and when it cuts on. I would really appreciate it if someone could tell me what wouldbe the problem. Thanks.

The fuel pump itself should make a low humming sound when the ignition key is first turned to the ON position; however, after the initial hum, the fuel pump should not be noisy. If constantly noisy, the fuel pump may not have been installed correctly or is defective.

The fact that fuel pump doesn't always turn ON may additionally indicate that the fuel pump connector is loose or that you have a faulty main relay, which functions to actuate the fuel pump. See picture.
