Power locks don't work....please help!!!!!!!!!!

I'm sorry, the modulator has no power going to it. Could there be a broken wire?

How are you testing for power? What terminal of the connector are you testing for power?

Check whether you have power at fuse 51 when the ignition key is turned to On.

We tested using a meter. The 12 volt wire, I believe it's either green or white has no power

There is no solid green or white wire attached to the connector (see table in post #8)?

Also, how are you checking for battery voltage? You need to touch the + probe of the multimeter to the said wire terminal and the - probe to a metallic part of the door frame.

Okay, now check whether you have power at fuse 51. This is done by removing fuse 51 and then touching the + probe of your multimeter to the battery-side terminal of fuse 51 and the - probe to a metallic part of the frame under the dash. If you don't detect battery voltage, then similarly check the other terminal of fuse 51. If there's no voltage at either terminal, then the under-hood fuse box is likely bad. If you do detect battery voltage, then either fuse 51 is bad or there is an open in the WHT/GRN wire running between fuse 51 and the power lock control unit. The latter can be verified by performing a continuity test (Ohms) on the WHT/GRN wire.

We tested the fuse and fuse box and it has power. My guess is theres an open in the wire somewhere. Is there a hot wire near by the door lock unit that I could splice the wire into?

You'll need to run a new wire or locate the open.

So I can't run it to a hot wire, say the wire for the horn or something?

I recommend that you first try to locate the open in the WHT/GRN wire. This might be done by performing continuity tests from fuse 51 to various points along the wire, moving closer and closer to the power lock control module. This procedure would require removing small sections of wire insulation to expose bare wire to test.
