Yes, I think that is the VSS. It sits atop the transmission.
I took a distant (here, circled in red) and close up (next post) picture of the VSS sensor in my '97 Civic 5-speed. I hope this helps.

Well that's definitely the speed sensor. I just removed it and it looks exactly like the part. I could not get any meaningful resistance measurement across the pins of the sensor, so I wonder if this part is bad. I may just see if I can get a supercheap part from a junkyard to try before I buy a new one. But I may look into making my own test harness, just need to know how to get some of the male/female plugs that will fit the sensor parts...

why you trying to buy a harness? is yours coroded up or have any busted prongs in it?
i just bought another used one after i busted my new one...... just buy a used WHOLE speedsensor, the gear and sensor.... drop it in very carefully making sure its siting flush with the tranny before puting the retainer bolt inplace, you might also want to put a bit of grease around the Oring seal just to help it a bit slide in thier easier... and if that dont work... think about swaping out the cluster..... but if you cant find a cluster with about your same milage then just document the swap with pictures... your last milage and then the milage on the new cluster both in one picture and date it..... that way it wont seem like milage rollback fraud!

It's actually not visually corroded or busted and the sensor terminals seem pretty clean. I just thought a test harness would help me diagnose it (according to RonJs provided diagrams). Maybe I'll just throw a used one in and see if that fixes it up. I see what you mean about putting the thing back in. I had to gently twist it back and forth until it seated properly flush against the transmission. I don't want to think about replacing the cluster yet...is this petty simple?

ya both are preaty simple to swap out... but the speed sensor DEFINATLY is the cheaper of the two to try....
and if you wanna try the cluster swap... instead of buying a another EX/SI cluster you can buy a cheaper DX non/tach gauges and simply take the cluster apart and remove the speedometer/milage center piece and swap it into your cluster.... VERY SIMPLE... and since its from a DX or non tach cluster you can get those preaty cheap
