Unlock max speed ?
A stock Si should be able to manage considerably more than that, but there is a top-speed governor on U.S.-market Civics since at least back to 1996. My stock '00 VP sedan has managed over 110MPHdown straight, level, secluded roadand it was pretty steady.

fairly positive in my 98 dx, it's around 112 or 115
Si might have a limit set at 120
so your 99 not having one, is wrong.... just means you've never gotten your car fast enough to find it
as to the OP, it was answered in the 3rd post...
convert to obd1 w/harness, and have the ecu chipped and reprogrammed....

My stolen Si wasn't locked at 120ish mp/h. I remember going at 130+ mph with it. Like the current one i have it was used, but i doubt that the stolen one had any obd upgrade or wathever. Both have the same setups, wheel size, tire size, aerodynamics (since its the same car) and i doubt that a spoiler wll make me gain 10 mph at high speed...
