Default Wrong ECU means less power?

I swaped out my d15b7 for a d16z6 vtec but the old harness and ECU are still running the new engine, this new engine has 25 more HP than my previous one but I am not noticing the power (hp) difference, could the problem be that I need the correct ECU for the d16z6 vtec engine?

D15B7 ECU doesn't have VTEC functionality... so yes, that is the problem. Also, you have to run the wires for VTEC.

Not trying to thread jack or anything but couldnt he use like a po6 ecu and just solder in the vtec chipset instead of spending more for a p28?

yes, but it requires skill and a good soldering iron. It's real easy to mess up the ECU while trying.
