Since there is no such thing as a b16y7, I'm hoping you mean you have a D16y7 and you have a B16a2/a3 head... but regardless a B series head won't fit on a D series motor.

You'll see minimal gains, as the y8 is only a sohc vtec motor. I think from around 108 to 127 hp... but gains are gains.

What if I get an exhaust system, and cold air, at the same time that I do the swap. all together that could be over 40hp gain. am I correct, or just dreaming?

sure the exhaust and intake will flow slightly better, but you still have restrictions, TB, Intake mani, header, cat.

If you want some serious power from a D series your best bet is to swap the head, get a better header, racing/straight thru cat, 2.5" catback exhaust and then head on over to edelbrock.com and get the D series turbo kit... Part # 1500 I believe. CARB/50 State legal turbo kits include EVERYTHING you need.

I am a little short for cash rite now. I don't think the turbo is going to come rite now. I don't have the money to buy one. But if I put a VTEC head, header, catback exhaust, and cold air. How much power u think I could get?

d16y7= 106 hp
d16y8= 127 hp

So you'll get that 11 hp from the headswap, and the header/exhaust/intake MIGHT net you 10 hp... and I stress that it MIGHT net that, as I can't guarantee it.

The Key word here will be Tuning.

106 to 127 is 21, but whatever. so I'm not going to get much hp for the money I'm spending then. What else would you suggest I do so that I can have a decent amount of power without paying an arm and a leg

Check out the other thread, 200 hp from a B18c Type R for 4200 plus shipping... seems to be a pretty good deal to me.
