94 Sedan VTEC engine or not?

Default 94 Sedan VTEC engine or not?

Hey there I recently picked up this 94 Civic sedan and im wondering if this engine is VTEC or not. It says D15B. And after some research i cant figure it out. From what I understand the D15B could be either or. the guy i got it from said he rebuilt it so im not sure how much of it is stock or modified.

I don't think this is VTEC, I do not see the solenoid behind the distributor, around the (in this picture) top left corner of the valve cover. In itself that's not a bad thing. Doesn't really do anything for you until 5K-ish RPM anyway and is one more electric/hydraulic system to malfunction...
